Sixteen-year-old Eitan wants to live in Amona where he was born, but that territory is still disputed. The most persevering squatter, he builds a house out of stones there together with his friends, which without any fuss gets destroyed by the police. «Never Locked» - a film with that name eloquently describes Eitan’s dream house - explores the question of whether people can live where they want and are able to live in their own country, of what makes places home, and talks about the feeling of being at home itself.

Shira Billig, 26, was born in Jerusalem. From an early age Shira played musical instruments, and later wrote and composed the music for a number of short films. At Tzvia Arts High School Shira majored in graphics and also studied cinematography and video editing. She completed her two-year national service as an instructor in an educational program, and has stayed on to work in the Media & Development Dept. as a film director, photographer and video editor. Shira studied in a four-year, full time directing program at the Ma’aleh School of Film and Television in Jerusalem, graduating in January 2019.
